Mission Objectives
The SLC- San Fernando Panagdidinanggay Community Extension Center adopts the
following missions:
- Provide programs for the establishment of a dynamic Christian missionary community among its
client-partner communities,
- Promote volunteerism and commitment among the students, faculty, staff and administration of
SLC in reaching out to these communities.
Objectives of the SLC- San Fernando Panagdidinanggay Community Extension Center:
- Develop, implement and evaluate an Extension Services Program that promotes Christian values
in consonance with the school’s goal of True Christian Living;
- Orient employees and students on the school’s extension activities and encourage their
voluntary, active and committed involvement
- Conduct research among its client-partner communities so as to make the Extension program
more relevant to their needs and problems
- Strengthen linkages and networking with educational institutions, GOs (government
organizations), NGOs (non-government organizations), international agencies, alumni and private
individuals as partners in the various extension service programs
About the Panagdidinnangay Center
Saint Louis College- San Fernando envisions an integral human formation of the youth
to prepare them to become mature Christian leaders in the Church and Society. To achieve this vision,
True-Christian Living, Relevant Academic Excellence, Competent Professional Responsibility and Committed
Social Involvement are the key interrelated dimensions of its institutional goals.
The SLC- San Fernando Panagdidinanggay Community Extension Center is organized to promote committed
social involvement among the members of the whole Louisian Community. Hence, the following are the
different programs and activities that the Center undertakes:
- 1. Catechetical Instruction
- a. School-based Catechism
Once a week, catechetical instruction is conducted by the Teacher Education Department in 3 elementary schools (Lingsat Community School, Dalumpinas Community School and Mameltac Community School) and 1 high
school (Don Quintin Balcita National High School), all in the City of San Fernando, La Union. The
celebration of Confession and First Communion for Grade 3 pupils, culminates this year-long
activity
- b. Parish/ Community-based Catechism
At least an hour on a Saturday or Sunday, students and faculty from the RVE Department of both High
School and College join the children and youth of Nuestra Senora de Salvacion Parish in learning
liturgical songs and basic teachings about the Catholic Christian faith.
- 2. Functional Literacy
- Members of the college faculty and college students provide basic skills in reading, writing,
and mathematics for the elementary pupils of Arosip Community School (Bacnotan) and Nagyubuyuban
Community School; and basic skills in computer for the high school students of Don Quintin National High
School. Starting this school year 2008-2009, this program is extended to the pupils of Lingsat Community
School, Dalumpinas Community School and Mameltac Community School, including the Day Care pupils within
the Nuestra Senora de Salvacion Parish.
- 3. Livelihood Skills Training and Seminars
- In order to help augment their income, adults and out-of-school youth of the client-partner
barangays are given skills on fruit processing such as Karmay Prunes, Ube Jam, and Tamarind Candy, and
Sitaw Pickles as well as on dressmaking and carpentry. Starting this school year 2008-2009, other
livelihood skills are also extended to the parishioners of Nuestra Senora de Salvacion Parish.
- 4. Cooperative Development
- Faculty members of the College of Commerce, Secretarial and Accountancy conduct seminars on
accounting, bookkeeping, recording and purchasing for the officers and members of 2 multi-purpose
cooperatives that the Center helped to establish; namely, Maris ti Daya (in upper Nagyubuyuban) and
Sadiri (in lower Nagyubuyuban). Entrepreneurship, product packaging and labeling seminar-workshops are
also conducted.
- 5. Health Care and Nutrition
- In order to promote health and nutrition, Saint Louis College-San Fernando undertakes the
following programs: feeding program for nutritionally-at-risk grade 1 pupils of Lingsat Community School;
medical-dental mission in coordination and with the assistance of government and non-government
organizations such as the Department of Health, PNRC and PNP; and seminars on meal preparation,
nutrition, sanitation, first aid, drug and fertility awareness, and crime prevention.
- 6. Water System development
- In coordination with the City Government of San Fernando, La Union and the Barangay officials
of Parparya-Nagyubuyuban, Saint Louis College assisted the residents in constructing a water system
consisting of a water storage tank, an electric motor-pump and pipes as source of safe and potable water
for the residents in this community.
- 7. Environmental Protection and Management
- Saint Louis College-San Fernando joins the nationwide campaign and program for environmental
protection and management, through the following activities: street and coastal cleaning (along the areas
of Brgy. Carlatan, Lingsat and Dalumpinas Oeste), tree-planting (in Brgy. Parparya, Nagyubuyuban,
Mameltac and Cadaclan), and seminars on composting and proper waste management (Talogtog, San Juan, La
Union).
- 8. Professional Services
- Members of the administration and college faculty are tapped as speakers and facilitators in
trainings and seminar-workshops in and outside SLC. The College of Law renders free legal services to
barangay folks around SLC.
- 9. Charity
- To extend help to indigents and share the spirit of Christmas, SLC undertakes every year Alay
Pamasko. Relief goods are distributed to calamity victims. Student-organizations take part in the Gawad
Kalinga project of the Couples for Christ. Book Donations are given to public elementary and high
schools.

In grateful recognition of its invaluable contribution in promoting the development
of various sectors in the society, SLC-San Fernando Panagdidinnanggay Community Extension Center has been
given the following awards:
- District Governor’s Citation, by Rotary International, District 3790, on June 11,2005.
- SIFE Team Achievement, by SIFE Phils., on June 16, 2006.
- Certificate of Appreciation, by PDEA-RO 1, September 9, 2006 and February 22, 2007.
- Certificate of Recognition, by Barangay Parparya-Nagyubuyuban and Maris ti Daya Multi-purpose
Cooperative, on January 25, 2008.
- Certificate of Recognition, By San Fernando City Government, on March 19, 2008.
- Certificate of Recognition, by CHED RO1, on Oct. 29, 2008.
- 8. 3rd Most Outstanding Center for Human Rights Education in Region 1, by the Commission on
Human Rights – RO 1, on Dec. 10, 2009. Since 2003, SLC is City Center for Human rights Education in the
Province of La Union.
